With presidential elections on the horizon, Brazil’s clean energy and sustainability sector is set to receive a significant boost as the Brazilian Association of Independent Electric Power Producers (APINE) unveils its strategic agenda.

The document, titled “Electric Energy as a Vector for Development, Competitiveness, and Energy Security,” aims to guide the country’s future leaders in managing the power sector, focusing on the resumption of investments and preparation for new energy demands.

APINE’s initiative serves as a wake-up call regarding a critical moment: the stagnation of investments in energy generation. Factors such as an increased perception of risk and new sector-wide costs have been hindering the sector’s progress.

However, Brazil is uniquely positioned to capitalize on multi-billion dollar opportunities, including the growing demand from data centers, promising green hydrogen projects, and an expanding market for battery storage systems.

Six Pillars for a Strong and Sustainable Power Sector

The agenda presented by APINE outlines six essential priorities for the next administration, aiming to ensure a prosperous and sustainable energy future for Brazil:

  • Combating Renewable Energy Waste: The association advocates for clear and transparent criteria to manage generation curtailments, known as curtailment, caused by grid constraints and excessive subsidies in distributed generation.
  • Legal Certainty to Attract Investment: Ensuring stable regulations and preventing abrupt legislative changes are fundamental to avoid increasing financing costs and halting new energy generation projects.
  • Reducing Energy Costs: The proposal includes promoting more efficient price signals that reflect hourly and locational conditions, as well as periodic reviews of charges and subsidies to ensure fair tariffs and prevent undue cost transfers among consumers.
  • Long-Term Planning for System Expansion: Modernizing sector planning and streamlining environmental licensing for strategic projects are crucial to overcome transmission grid bottlenecks and ensure efficient evacuation of renewable generation.
  • Stimulating Energy Storage: The creation of a stable regulatory framework for battery energy storage systems (BESS) and pumped-storage hydroelectric power plants (PSH), along with the holding of the country’s first storage auction, are proposed measures to boost this area.
  • Focus on New Demand Vectors:APINE suggests structuring a national strategy to coordinate the growth of new clean energy-intensive demands, such as data centers, electric vehicles, and green hydrogen, aligning them with the power system’s planning and promoting the resumption of generation investments.
