Consórcio ION barred from ANEEL capacity reserve auction.
The National Electric Energy Agency (ANEEL) has confirmed the exclusion of Consórcio ION from the Capacity Reserve Auction (LRCAP). The decision, made by the Permanent Auction Commission (CPL) and ratified by the agency’s technical department, indicates that the consortium, led by EPP, failed to meet the financial and economic requirements stipulated in the tender documents.
A detailed analysis of the net equity of the companies forming Consórcio ION revealed significant inconsistencies. The CPL reassessed the figures presented, excluding accounting assets that did not qualify to attest to financial stability. Pending credits and payments recorded in the companies’ balance sheets were deducted, and duplicate accounting entries between companies within the same corporate group were also identified.
These accounting adjustments led five companies in the consortium to show negative net equity. This situation made their participation in the auction unfeasible, as they failed to meet the minimum financial capacity parameters required.
The CPL highlighted that even when considering the contested receivables, three companies within Consórcio ION would remain ineligible. The agency emphasized that the failure to qualify individual members directly impacts the eligibility of the group as a whole.
ANEEL stressed that the decision is not based on evidence of fraud or accounting irregularities, but rather on the insufficiency of the financial indicators presented for the bidding process. The exclusion of Consórcio ION awaits approval by the ANEEL board of directors before the final list of auction participants is consolidated, with the ultimate goal of ensuring the security of energy supply in the National Interconnected System (SIN).
