Government Sets National Battery Production Targets Until 2030

The federal government has launched a public consultation to establish criteria for local battery industrialization, aiming to achieve 61% national content in storage systems by 2030.

The Ministry of Development, Industry, Trade, and Services (MDIC) has put forward a strategic proposal to strengthen Brazil’s battery value chain. This initiative seeks to regulate the Basic Production Process (PPB) for devices aimed at energy storage (BESS), electric vehicles, and distributed use systems, linking these guidelines to the Program for Supporting the Technological Development of the Semiconductor Industry (Padis).

The core objective is to incentivize crucial manufacturing stages, such as the assembly of lithium-ion cells, to occur within national territory. To operationalize this industrial transition, the government has structured a progressive scoring system that will reward the local execution of various phases in these equipment’s lifecycle.

Scoring Model and Escalation of National Production

For large-scale, industrial, or electric traction projects, the government has devised a metric based on a total of 1,208 points. Companies will need to demonstrate increasing commitment: the initial requirement, set at 313 points for the 2026-2027 biennium, will jump to 742 points by 2030. This signifies a gradual increase in the local content requirement, rising from approximately 26% to a final threshold of 61%.

The domestic manufacturing of the cells themselves is considered the most heavily weighted stage, totaling 382 points. This process covers everything from the preparation of active anode and cathode materials to the sealing and final formation of the cell. Beyond physical production, the plan values the technology integrated into the system:

The proposal states that the development or technical adaptation of battery management software and firmware (BMS) in Brazil can only be counted if it results in real modifications to functionalities such as protection, diagnosis, and operational control of the battery.

R&D&I Incentives and Focus on Distributed Storage

Beyond valuing manufacturing production, the regulatory text also fosters national technical intelligence. Excess investments in Research, Development, and Innovation (R&D&I) secure bonus points, with each additional 1% invested yielding 40 points, up to a ceiling of 120 points. The objective is to prevent the country from merely acting as an assembler, instead stimulating embedded software engineering.

For the distributed storage segment — which includes residential, telecommunications, and backup systems with voltage up to 75 Vdc — a specific metric has been established. In this niche, the scoring target increases from 218 points (2026-2027) to 618 points by 2030.

This public consultation marks a decisive step for Brazil in the global energy transition landscape. The expectation is that by demanding a robust industrial presence, the government will not only reduce dependence on imported inputs but also consolidate an innovation ecosystem that ensures technological sovereignty in the energy storage sector. The implementation timeline will be the main pillar for attracting long-term investments in national productive infrastructure.
