Accidental oil discovery paves the way for a new exploratory frontier in Ceará.
The National Agency for Petroleum, Natural Gas, and Biofuels (ANP) has taken a significant step for the energy development of Brazil’s Northeast, approving the designation of a new exploratory block in the Tabuleiro do Norte region of Ceará. The decision, made by the agency’s board, aims to formalize exploration in an area that gained notoriety after an unusual and fortuitous discovery.
The focal point of this new phase is the area where farmer Sidrônio Moreira accidentally found oil in November 2024 while searching for water for his property. The confirmation of the fluid’s nature, conducted by the ANP itself, prompted the agency to include this location in a future cycle of the Permanent Offer of Concessions, a crucial process for expanding hydrocarbon exploration in the country.
Exploration in a New Energy Frontier
The newly approved block, designated POT-T-551, is part of a group of 24 areas that the ANP has signaled for auction to companies in the sector. Located in the Potiguar Basin, this region represents an important terrestrial portion of Brazil’s Equatorial Margin, also encompassing Rio Grande do Norte. The Potiguar Basin is already known for its oil production, being one of Brazil’s oldest, with producing fields frequently associated with rural areas.
The discovery saga in Tabuleiro do Norte began when Sidrônio Moreira, in his search for an artesian well, encountered an unusual liquid. After reporting the find to the ANP, the agency conducted physicochemical tests which, in May of this year, confirmed it to be crude oil. This event, initially a surprise to the farmer, now marks a milestone for the region’s energy potential.
The Block Designation Process and Its Impacts
The designation of a block by the ANP is a formal process that defines and approves geographical areas for study and subsequent offering in auctions. This procedure is crucial for regulating oil and gas exploration and production in Brazil. Although the landowner, like Sidrônio Moreira, is not the legal owner of the oil, legislation provides for remuneration, which can reach up to 1%, according to technical and economic criteria.

Among the areas designated is block POT-T-551, which includes the region of the city of Tabuleiro do Norte, in Ceará, where the occurrence of a fluid, already confirmed as oil by the ANP’s Center for Research and Technological Analysis, was recently reported.
The inclusion of the area in the Permanent Offer of Concessions still requires the joint endorsement of the Ministries of Mines and Energy and of Environment and Climate, an important bureaucratic step. However, the ANP‘s approval signals a promising future for the exploration of clean energy and energy resources in Ceará and throughout the Potiguar Basin.
