ANEEL authorizes new adjustments to electricity bills for EDP São Paulo and CPFL Piratininga, as the electric sector debates significant tariff hikes in Rio Grande do Sul.

Consumers in São Paulo will face new electricity tariffs starting in the coming weeks. ANEEL (National Electric Energy Agency) has formalized the new annual adjustment rates for two of the main utility companies operating in the state, impacting millions of households, businesses, and industries in the country’s southeastern region.

The changes take effect on October 23, reflecting a combination of operational expenses, sector charges, and the costs associated with the purchase and transmission of electric energy. The current scenario requires heightened consumer attention regarding energy efficiency and consumption control amid inflationary pressure on essential services.

Direct Impact on Electricity Bills in São Paulo

For EDP São Paulo customers, the average impact on bills will be 3.16%. For residential consumers specifically, the calculated adjustment was set at 2.17%. The utility serves approximately 2.24 million consumer units distributed across various service classes. While low-voltage consumers will see an average variation of 2.09%, the high-voltage segment, which includes industries and large establishments, will experience a 5.67% increase.

In the service area of CPFL Piratininga, which serves approximately 2.05 million customers, the approved average adjustment reached 5.41%. For the residential sector, the index was set at 2.63%. The variation was more significant for high-voltage users, whose average hike reached 11.67%, driven by specific financial components and expenses related to electricity charges and transmission.

Recently, the utility had its concession extended for another three decades, prolonging its operations until October 2058. “The approved rates reflect current energy market costs and the financial components that ensure the operational sustainability of the concessionaires,” the regulatory agency highlighted in its collegiate decision.

Outlook and Challenges in the Rio Grande do Sul Power Sector

While the scenario in São Paulo deals with moderate annual adjustments, the energy market in Rio Grande do Sul is facing discussions regarding substantial tariff hikes. ANEEL held public debates in Porto Alegre to analyze the Periodic Tariff Review proposal for CEEEE-D (Companhia Estadual de Distribuição de Energia Elétrica).

The proposed adjustment suggests an average impact of 22.31% for consumers in Rio Grande do Sul, with increases reaching 24.24% for low-voltage and 15.88% for high-voltage users. This sharp rise stems largely from the financial impacts caused by severe weather events that affected the state, requiring the recomposition of previous tariff deferments and the expansion of the distributor’s remuneration base.

The CEEEE-D review process is currently in the public consultation phase to gather social contributions. The sector expects ANEEL‘s board of directors to deliberate on the final percentages during the second half of November, with practical implementation scheduled for November 22, shaping the financial outlook for the more than two million users served by the company.
