ABiogás warns of the risk of losing backing for the issuance of CGOBs in 2026. Delays in the plant certification process with ANP could compromise producers’ revenue and initial market supply.

The Brazilian Association of Biogas and Biomethane (ABiogás) has issued an important warning for the clean energy sector. The concern focuses on the tight deadline for certifying biomethane plants with the National Agency of Petroleum, Natural Gas and Biofuels (ANP), a fundamental step for the operationalization of Biomethane Guarantee of Origin Certificates (CGOB).

Current regulations establish a special rule for 2026, allowing producers certified by the end of this year to use invoices issued since January 1st to generate the backing for the certificates. However, the complexity of the auditing processes and the approaching year-end threaten the plants’ ability to secure the right to commercialize production for the entire period, directly impacting financial viability and market supply.

The impact on revenue and legal certainty

Uncertainty surrounding the completion of regulatory processes has created a cautious environment among biogas investors and operators. Without certification completed within 2026, companies may face difficulties in accounting for the backing of previous months, missing a strategic monetization opportunity.

Under the current rule, biomethane commercialized in 2026 may not generate CGOBs if plant certification is only completed in 2027, which harms producers’ revenue and the supply of certificates at the start of the program. We are in dialogue with ANP to ensure legal certainty and traceability for the market.

Digital infrastructure and decarbonization targets

Beyond the documentary challenge, the implementation of the computerized system developed by ANP in partnership with Serpro is the next major step. This platform will serve as the transparency pillar for the entire ecosystem, allowing obligated parties and producers to perform centralized verification of the backing. The agility of this infrastructure is vital for the sustainability market to gain traction, enabling certificates to be traded with the necessary integrity to meet environmental targets.

Expansion scenario and future targets

The sector is experiencing a period of consolidating public policies for the energy transition. The Ministry of Mines and Energy (MME) has proposed raising the emission reduction target to 1% in 2027, with a growing trajectory reaching 5% by 2030. This move signals robust demand for biomethane in the coming years.

For this growth to be sustainable, ABiogás has actively participated in the Biomethane Market Monitoring Table. The goal is to ensure that supply keeps pace with demand, ensuring that the renewable energy market in Brazil has predictability for new investments and complete confidence in the mechanisms for issuing CGOBs.
