The MME has initiated a public consultation to modernize forecasting and pricing software in the power sector, aiming for greater transparency and predictability for clean energy.
The Ministry of Mines and Energy took an important step toward modernizing the national energy matrix by launching a public consultation process on Tuesday (13).
The measure focuses primarily on improving the mathematical software that guides strategic decisions in Brazil’s energy market.
Formalized by an ordinance published in the Federal Official Gazette, the initiative grants a twenty-day period for experts, companies, and civil society to submit their contributions.
The main objective is to provide greater robustness and transparency to the tools that dictate the pace of the energy transition and the planning of the electrical system.
New Rules for Planning and Physical Guarantee
The guidelines under discussion are divided into strategic fronts to organize the sustainable energy ecosystem.
The first front focuses on the evolution of algorithms used by MME and the Energy Research Office, which are essential for projecting generation expansion and establishing the supply capacity of power plants, especially renewable source projects.
Under the suggested new rules, the update workflow will be categorized according to the complexity of the impact generated.
Smaller-scale operational adjustments will be processed efficiently, while structural modifications will require in-depth analysis, public validation, and ministerial approval.
Transparency and Innovation in the Power Sector
The second aspect of the proposal promotes synergy between the National Electric System Operator, the Electric Energy Commercialization Chamber, and the EPE.
The strategy envisions the creation of a unified annual agenda, encouraging technology sharing and the use of auditable open-source codes.
The government stated:
Public participation is essential to ensure that the tools reflect the dynamic reality of our clean matrix and provide legal certainty to investors.
With these guidelines, the government seeks to mitigate conflicts of interest and ensure that short-term electricity price calculations occur on a fully transparent basis.
The next stages involve consolidating the suggestions submitted by society to formulate the final text of the ordinances.
The productive sector expects the new guidelines to bring greater security for investments in distributed generation and large renewable parks, consolidating a predictable regulatory environment for the coming years.
