The Ministry of Mines and Energy (MME) has opened a public consultation on the rules for the Union’s natural gas auctions. The first round, aimed at supplying the industrial sector, is scheduled for October 2026.

The Ministry of Mines and Energy (MME) has initiated a public consultation on the guidelines that will steer the auctions for natural gas belonging to the Union, extracted under the production-sharing regime.
This move clearly indicates the commitment to optimizing the distribution of this important resource, with a focus on strengthening key economic segments.
The initiative moves the original expectation for the debut of these tenders forward by one month. With the draft ordinance available for contributions until September 14, the gas market and interested parties can already envision the first gas auction in October 2026.

Focus on Core Industry
The terms of the public consultation indicate a clear priority for the industrial sector. Free consumers from segments such as chemicals, petrochemicals, fertilizers, ceramics, glass, as well as iron and steel, metallurgy, and mining, will be eligible to participate.
This specific allocation, already established by the National Energy Policy Council (CNPE), aims to boost production and innovation in these vital areas.
Contracts offered by Pré-Sal Petróleo S.A. (PPSA), responsible for managing the Union’s share, will be distributed equitably among the priority sectors.
Each agreement provides for a constant volume of 20,000 cubic meters per day (m³/day) of natural gas, ensuring a predictable supply for industrial operations.
Auction Dynamics and Expanded Access
The proposed regulation outlines a multi-round system to ensure the maximum utilization of the Union’s gas. Initially, each company will be able to acquire up to eight contracts, totaling 160,000 m³/day.
If any blocks are not acquired by these priority sectors, PPSA will conduct a second round, relaxing the contract limit and segmentation division.
If volume is still available, a third stage will be directed to other industrial free consumers not included in previous rounds.
Finally, any remaining volume will be offered to the general gas market, following CNPE guidelines. This tiered model ensures that the resource reaches those who need it most.
The structuring of these auctions is a watershed moment for supply predictability and the optimization of natural gas use, promoting the development and competitiveness of our industrial base.
Outlook and Impact on the Energy Landscape
The auctions will be held annually, with contracts guaranteeing natural gas delivery between 2026 and 2030, extending until the end of the year subsequent to each tender.
PPSA will also have autonomy to organize complementary auctions, expediting supply in case of additional demand or specific needs.
