Petrobras invested heavily in ANP auctions, securing strategic assets in the Campos Basin with significant premiums and outbidding international competitors in a historic contest.

Petrobras led the most profitable round in the history of ANP‘s Permanent Offerings by committing billions for new exploratory blocks. Under the leadership of Magda Chambriard, the Brazilian state-owned company focused its efforts on consolidating its portfolio in mature regions and new frontiers, demonstrating an aggressive appetite for the oil and gas sector during the public session held in Rio de Janeiro.

The highlight of the auction was the acquisition of twelve blocks in the Campos Basin. Despite being considered a mature province, the region received overwhelming bids that surpassed the minimum stipulated in the tender by hundreds of times, reflecting the success of the revitalization project led by the energy company.

Fierce Competition and Record Premiums

The most intense competition in the public session involved five assets in the Campos Basin, where Petrobras faced a consortium formed by the French giant TotalEnergies and QatarEnergy. The Brazilian state-owned company submitted bids up to 137 times higher than those of its foreign competitor, resulting in impressive premiums of up to 21,000% above the bidding floor. As a consequence of this defeat in the contested blocks, TotalEnergies concluded the round without acquiring any assets.

In addition to its success in the mature basin, the national oil company secured seven other blocks in the Ceará Basin, located in the Equatorial Margin, in partnership with QatarEnergy, as well as areas in the pre-salt layer. In total, the auction for the 6th Cycle of the Permanent Concession Offering injected billions into the Brazilian economy, combining signature bonuses with future exploration investment commitments.

Other Oil Companies’ Market Activity

The auction also attracted other energy companies seeking to expand their operations in established onshore and offshore basins. Eneva secured new areas in the Parnaíba Basin, reinforcing its integrated model that combines natural gas extraction and thermoelectric power generation.

The acquisition of new blocks aligns with Eneva‘s strategy to continue investing and expanding its exploratory portfolio in the Parnaíba Basin. This is a region where we possess extensive geological knowledge and operational experience.

Companies such as Origem, PetroReconcavo, and the newcomer Aguila also took the opportunity to acquire assets adjacent to their current operations. The diversification of bids demonstrates the continued attractiveness of the Brazilian market to various investor profiles, from state-owned giants to independent operators focused on regional synergies.

With consolidated results, the national energy industry is moving into a new phase of exploration, combining the revitalization of traditional basins with investments in innovative frontiers. The next steps will involve signing contracts and fulfilling the minimum exploration programs by the winning companies, paving the way for the expansion of the country’s energy production in the coming years.
