The Ministry of Mines and Energy is planning to eliminate Petrobras‘ participation in future editions of the Federal Government‘s gas auctions, seeking greater autonomy for pre-salt resources.

The clean energy and energy transition market in Brazil is moving toward a new phase of regulatory and commercial autonomy.

During a recent industry event in Belo Horizonte, representatives from the MME detailed that the upcoming auction for natural gas owned by the federal government is expected to take place without the need for traditional state-owned intermediaries.

The shift represents an important step toward unlocking the free market and boosting industrial competitiveness.

While the first commercialization round, scheduled for October, will still feature Petrobras acting as a logistics agent and marketer, the ministry is already coordinating new regulatory models with the ANP for the coming years.

Autonomy in commercialization and the role of PPSA

The current model requires PPSA to sell the raw product to the state-owned oil company and repurchase the processed molecule before offering it to the market.

However, recent negotiations have unlocked the use of essential pipeline infrastructure, allowing the government to chart a new course for pre-salt resources.

Marcello Weydt, director of the Department of Natural Gas at MME, pointed out:

We are working through an access process with the ANP, so that next year we can already make a natural gas offering directly through PPSA, without intermediation from Petrobras.

Industrial focus and goals for the next decade

The debut of the model provides for the availability of significant volumes targeted primarily at strategic sectors, such as the chemical, steel, and fertilizer industries.

The selection aims to ensure the efficient use of public resources, prioritizing production chains with higher competitive sensitivity.

Looking toward the 2030 horizon, the official projection is ambitious.

With the arrival of new sources, including Argentine gas and LNG, the government expects to multiply the volume traded, integrating new profiles of free consumers and signaling a more predictable environment for investors in the energy sector.
