Brazil’s Gas Release Program Promises More Competition in Natural Gas Sector, Amid Debates on Investments and Physical Supply.

The Brazilian energy landscape is transforming with the imminent implementation of the Gas Release program. This initiative by the National Agency of Petroleum, Natural Gas and Biofuels (ANP) aims to inject more dynamism into the wholesale natural gas market, which is currently dominated by a more concentrated model. The proposal involves subjecting the gas supply under Petrobras‘ control to auctions, thereby promoting the entry of new players and suppliers.

The transition from a vertically integrated market to a more competitive environment is a crucial step for the expansion of natural gas use in the country. The public consultation launched by the ANP reflects a commitment to modernize the sector, seeking to benefit the entire production chain and the end consumer, without necessarily compromising existing investments.

The Debate on Investments and Supply

The ANP‘s proposal has generated significant discussions, particularly from Petrobras, which expresses concerns about potential disincentives for future investments. The state-owned company argues that the measure might not result in a real increase in physical gas supply, raising questions about its viability and direct impact on production.

However, specialists and market liberalization advocates counter these concerns. They point out that Gas Release is a fundamental transitional mechanism to increase market liquidity and create a favorable environment for the entry of new independent suppliers.

The initiative is seen as an essential step to create a more vibrant wholesale market, with multiple producers competing transparently and efficiently.

The ANP‘s approach aims to be balanced, protecting Petrobras‘ own production and focusing the auctions on third-party gas under the state-owned company’s management. The plans foresee these auctions being held annually, with a schedule set between 2027 and 2030.

International Lessons and the Way Forward

International experience, particularly observed in Europe during the 2000s, offers an encouraging outlook. Gas Release programs were successfully implemented as tools to foster competition and efficiency in natural gas markets.

For the Brazilian program to achieve its objectives, it will be fundamental to ensure equitable access to gas transportation and processing infrastructure. Furthermore, the development of robust institutions capable of fostering the emergence of alternative aggregators will be vital to reduce dependence on Petrobras and consolidate a more liquid and competitive wholesale market.
