Court Halts Ambar Energia Works in Amazonas and Orders Technical Audit.
The Federal Court in Amazonas has ordered the immediate suspension of power cable replacement and installation by Ambar Energia. The judicial measure, signed by federal judge Ricardo Sales, responds to a series of consumer complaints regarding failures and interruptions in electricity supply. In addition to halting services, the decision mandates an independent technical audit to assess the concessionaire’s equipment, aiming to ensure the quality and safety of the electrical grid.
The core of the court’s decision lies in the need to determine the cause of frequent voltage fluctuations and blackouts that have affected the population of Amazonas. The suspension of works will only be lifted after the presentation of technical data and the completion of the audit, seeking to restore confidence in the energy distribution service. The National Electric Energy Agency (Aneel) has also been involved to investigate the incidents and potential irregularities.
Technical Audit and Grid Oversight
The court order is not limited to suspending cable replacement. A detailed independent technical audit will be conducted to inspect cables, connectors, meters, and the overall system design. The scope includes an analysis of energy quality, billing, and the investigation of incidents such as overheating, short circuits, and even fires on the grid.
Ambar Energia will bear the costs of this audit, which will involve engineers unaffiliated with the involved parties, appointed by the Federal University of Amazonas (Ufam) and the Regional Council of Engineering and Agronomy of Amazonas (Crea-AM).
Furthermore, Ambar is prohibited from disposing of any material related to occurrences of overheating, short circuits, fires, or explosions without first documenting and preserving evidence.
Aneel has 30 days to initiate an oversight process, investigate power outages related to conductor replacement, and conclude the investigation into the August 20, 2026, blackout. If irregularities are found, the agency may initiate punitive proceedings against the concessionaire.
Fines and Exceptions for Essential Services
To ensure compliance with the decision, the Federal Court has set a daily fine of R$ 1 million for non-compliance, plus R$ 10,000 per affected consumer unit for a prohibited replacement. However, the decision provides exceptions for emergency situations, such as essential repairs, scheduled maintenance to ensure safety and prevent interruptions, or new connections.
In these circumstances, Ambar may intervene, provided it justifies the action, meticulously documents the service and materials used, and informs the consumer in writing.
The concessionaire must allow oversight of interventions and access to records by bodies such as Aneel, Inmetro, and Ipem-AM.
The court also ordered Ambar to investigate and credit consumers with the compensation provided for in Aneel‘s regulations, as well as process claims for damages incurred in 2026, unless Aneel determines that the event was not related to the company’s actions.
Ambar Energia’s Position
In response to the court decision, Ambar Energia stated that it had already temporarily suspended cable replacement services since last Friday, the 11th. The company reiterated that the grid modernization is part of a plan to improve the distribution system in Amazonas, which faces a legacy of precariousness.
According to the concessionaire, the replacements are carried out in compliance with global standards and best practices, aiming to increase safety and reduce failures without impacting consumption or tariffs.

Ambar Energia took over the concession five months ago with the commitment to transform the reality of the state’s electricity distribution, which has lived for decades with an inefficient and precarious system. Grid modernization is a fundamental part of this work, through the replacement of bare aluminum cables with coated (concentric) cables also made of aluminum. The company had already temporarily suspended grid modernization last Friday and will provide all necessary clarifications to the competent authorities. The modernization is carried out according to global standards and best practices, and aims to increase grid safety, reduce failures, and does not affect consumption or tariffs for the population of Amazonas.
