The ANP has launched a public consultation to regulate the certification of SAF, sustainable aviation fuel. The deadline for submissions and technical debate ends in November 2026.

The National Agency of Petroleum, Natural Gas and Biofuels (ANP) has taken a decisive step toward structuring the green aviation market in Brazil. The public consultation was formally opened to define the guidelines for the National SAF Certification Program, essential for achieving the sector’s decarbonization targets.

The measure, which received unanimous approval from the regulator’s governing board, sets the requirements for producers and inspection firms. With a tight schedule, the goal is to have the final resolution published by December 18, 2026, in compliance with Decree No. 13,094/2026 and solidifying the pillars of ProBioQAV (National Sustainable Aviation Fuel Program).

Rules for decarbonization and backing

The focus of the new regulation is to ensure traceability and environmental effectiveness of the fuel. The draft under discussion provides for the issuance of Sustainable Aviation Fuel Sustainability Certificates (CS-SAF), which will serve as backing for meeting the targets set by the Future Fuel Law (Law No. 14,993/2024).

The proposal states that the ANP will determine, via a board directive, the carbon intensity value of fossil jet fuel, a key parameter for measuring the environmental gain achieved by replacing it with SAF.

The certification requirement will apply to all sector manufacturers. Additionally, the ANP plans to implement an IT-based control system that will validate invoices and integrate data from registration entities, ensuring transparency in the accounting of avoided CO₂ tons.

Next Steps and Audit

For producers, the certification process will be valid for three years, requiring continuous monitoring. If a company decides to change technological routes, raw materials, or production processes, a new certification will be necessary. The sector will also have the option to operate via CORSIA, the global offset mechanism of the ICAO (International Civil Aviation Organization).

The deadline for companies, experts, and civil society to submit their contributions to the ANP ends on November 18, 2026. On the same date, a public hearing will be held, during which technical details will be discussed in person. The speed of the process reflects Brazil’s urgency to position itself as a global leader in providing sustainable energy solutions for air transport.
