The ANP has selected 24 new exploration blocks in the Potiguar Basin for future auctions, aiming to expand onshore oil and gas production in Brazil’s Northeast starting from the next cycle.

Brazil’s National Agency of Petroleum, Natural Gas and Biofuels (ANP) has taken a significant step for the future of onshore exploration in the country. The agency’s board approved the inclusion of 24 terrestrial blocks located in the Potiguar Basin, covering strategic regions between Rio Grande do Norte and Ceará, to be part of future rounds of the Permanent Concession Offer (OPC).

While the news represents an expansion in the asset portfolio, the timeline is strict. The blocks will not be included in the 6th Cycle of the offer, scheduled for October 2026. Regulatory foresight indicates that these areas will only be made available from the 7th cycle onwards, after undergoing a rigorous screening for technical and environmental feasibility, and requiring a Joint Statement from the Ministry of Mines and Energy (MME) and the Ministry of the Environment (MMA).

Challenges and Geological Potential

Before going to auction, the selected polygons will be submitted for public hearings and detailed geological reviews. The ANP emphasized that the current delimitations are preliminary and subject to adjustments. Among the areas of interest, block POT-T-551, in Tabuleiro do Norte (CE), is attracting particular market attention.

Recently, the detection of surface fluids in the region drew the attention of authorities. After analyses conducted by the Center for Research and Technological Analysis (CPT/ANP), the presence of oil was confirmed in the sample, which elevates exploratory interest in the area.

The confirmation of oil occurrence in Tabuleiro do Norte adds an extra layer of relevance to the Potiguar Basin, boosting the need for further studies to understand the true extent of this reservoir before any commercial development.

Energy and Market Outlook

The central objective of this initiative is to foster private sector participation in regions with a consolidated history in the hydrocarbons industry, yet still holding unexplored or secondary interest areas. The inclusion of these assets on the ANP‘s radar reflects a long-term strategy to ensure energy supply and boost the regional economy in the states of Rio Grande do Norte and Ceará.

It is worth noting, however, that approval for exploration does not automatically translate into economic viability. The success of these blocks will depend on a combination of favorable geological results, legal certainty, and investor appetite in upcoming calls for bids. The sector continues to monitor the next stages of the regulatory process, which is expected to stir the onshore exploration market in the coming years.
