The ANP plans to launch a digital platform for issuing biometane certificates by the end of 2026, paving the way for a sustainable fuels system in aviation.
The National Agency of Petroleum, Natural Gas and Biofuels is working to put the technology in place, by the end of this year, that will manage the CGOBs. Regulatory progress precedes the implementation of the infrastructure for the CS-SAF, which is notably important for the national energy transition.
During her participation at the EVEx Lisbon 2026 event, the agency’s director, Symone Araújo, highlighted the challenges inherent in creating regulations for the ProBioQAV within a demanding timeline. Despite technical requirements, the institution reaffirms its commitment to deliver the final guidelines as swiftly as possible.
Technology and Traceability in the Sector
The new digital platforms are being developed in partnership with Serpro to ensure the operational rigor required by the Future Fuel legislation. With the completion of the biometane-focused work, the government expects to unlock bottlenecks related to ballast verification and control numbers in aviation.
Without the platform, we will indeed face some difficulty, because without it we cannot perform the control number verification task. But our expectation is that, once the CGOB is concluded—an area with complexities we don’t see in the CS-SAF—we can resolve the ballast verification issue more quickly.
Coexistence with International Standards
Recently, the ANP council gave the green light to open a public consultation to discuss the rules of the program focused on sustainable kerosene. The internal regulation will serve as an alternative route to the global ICAO model, represented by the Corsia program, whose mandatory phase begins in 2027.
With the imminent arrival of foreign products and the consolidation of domestic guidelines, the national market will need to manage the coexistence of multiple quality seals. This regulatory harmony will be crucial to establish the country as a competitive hub for the production and export of clean energy in the coming years.
