Agency demands greater clarity on Demand Response program and postpones pricing decision.
The National Electric Energy Agency (Aneel) has set a 90-day deadline for the National Electric System Operator (ONS) and the Electric Energy Commercialization Chamber (CCEE) to enhance the transparency and disclosure mechanisms of the Demand Response program. This initiative allows consumers to voluntarily reduce consumption in exchange for remuneration.
The measure aims to ensure more effective monitoring of the results and benefits generated by the program. Aneel deemed it essential that more information be publicly accessible so that all stakeholders can adequately assess the impact and performance of Demand Response in the electricity sector.
Pricing Decision Postponed
For now, the Aneel board has decided not to incorporate the Demand Response program representation into current energy pricing models. The ONS and CCEE will need to conduct further studies on the effects of this tool.
This caution demonstrates the agency’s commitment to ensuring that the inclusion of new variables in price formation occurs judiciously, after a thorough analysis of its impacts.
Other Agency Decisions
In parallel, the collegiate board of Aneel approved changes to the revenue parameters of energy sale contracts in the Regulated Market (CCEARs).
On another front, the agency denied requests for precautionary measures sought by renewable energy generators, such as wind and solar photovoltaic. These generators sought exemption from financial charges resulting from generation curtailments imposed by the ONS. Nine similar requests were analyzed, reflecting a scenario of increasing operational restrictions for intermittent sources.
The decision on Demand Response reinforces the pursuit of a more transparent and efficient energy market, where consumer incentives and price formation are aligned with the system’s operational reality. The expectation is that, after 90 days, the disclosure tools will allow for a clearer understanding of the scope and benefits of this contracting modality.
