The Fio B grid access fee for solar energy net metering will reach 75% in 2027. Understand the legislative transition rules and who retains exemptions until 2045.

Consumers using solar energy in Brazil need to keep a close watch on the transition calendar established by Law No. 14,300.

Starting in 2027, the percentage charged for the use of the distribution grid on compensated energy will increase to 75%.

This change represents another step in the electric sector’s gradual schedule, moving from 60% in 2026 and reaching 90% in 2028.

However, the actual financial impact varies depending on the connection date and the regulatory status of each property.

How does the Fio B charge work?

The adjustment provided for in the legislation applies exclusively to the component known as Fio B, which covers the operating costs, maintenance, and remuneration of the electricity distributor’s assets.

It is crucial to highlight that this fee does not apply to the total electricity bill.

It only affects the volume of energy generated, fed into the grid, and subsequently used as net metering credits.

Consequently, electricity produced and consumed immediately on-site remains exempt from the charge, which benefits properties with high daytime energy consumption.

ANEEL stated:

It is the local distributor’s responsibility to verify the classification of the power plant and determine whether the project meets legal requirements.

Who is entitled to the rules protected until 2045?

Not all photovoltaic system owners will be affected by the 2027 transition.

Consumers classified under the GD I (Distributed Generation I) model will maintain their original tariff treatment until December 31, 2045.

This guarantee covers older projects or connection requests filed within the law’s grace period, provided that the start of energy injection meets the established deadlines.

Projects approved after these periods, or those meeting specific mini-generation and shared-generation configurations, are subject to the progressive rules of the Electric Energy Compensation System.

Planning and investment viability

The increase in the Fio B schedule does not diminish the attractiveness of distributed generation, but it does require more refined calculations in commercial proposals within the sector.

Feasibility spreadsheets designed under previous years’ scenarios need to be revised to accurately estimate the financial return period for upcoming cycles.

Experts advise consumers to obtain written confirmation of their regulatory category from the local utility company before signing any new installation contracts.

The consolidation of the legal framework brings maturity to the clean energy market, reinforcing the importance of evaluating consumption profiles and operational efficiency before investing.

Close monitoring of these transition rules ensures budget predictability and strengthens the sustainable expansion of the photovoltaic matrix in the country.
