CCEE releases list of solar power plants eligible for curtailment compensation

The clean energy sector in Brazil has taken a crucial step toward mitigating financial losses caused by constraints on renewable energy production. The Ministry of Mines and Energy (MME) has officially released the list of solar and wind power plants eligible for compensation for operational curtailments.

The selection was compiled by the Electric Energy Commercialization Chamber (CCEE) following an audit and analysis by the National Electric System Operator (ONS). The initiative aims to restore economic balance to projects affected by energy transmission bottlenecks in the country.

However, experts warn that inclusion on the initial list is only a preliminary step. To actually receive the funds, generators must fulfill specific regulatory requirements and sign the final documentation.

Understanding the criteria and scope of the mechanism

The process exclusively covers generation restrictions that occurred between September 1, 2023, and November 25, 2025. The rule follows the guidelines established by Law No. 15.269/2025 for both the free and regulated energy markets.

It is important to clarify that the measure does not include distributed generation systems, such as residential solar panels. The focus is strictly on large-scale power plants affected by constraints in the energy transmission grid.

Losses caused by a plant’s own maintenance activities or natural climate variations were excluded from the ONS technical assessment.

Eligibility is not an immediate guarantee of payment

For sector agents, appearing on the released list does not imply an approved deposit or authorization to count the amount as guaranteed revenue.

The actual disbursement will only occur upon the formalization of the Commitment Agreement with regulatory bodies. Until this phase is completed, anticipating these funds to pay off debts or distribute profits is discouraged.

Investors evaluating new solar or wind projects should remain cautious in their financial projections. The current mechanism addresses past events, but the structural risk of generation interruptions remains a future concern.

The release of this list provides greater regulatory clarity for Brazil’s energy transition and signals progress in the governance of the electric sector.

The consolidation of the reimbursement will depend on the analytical capacity of companies to document their impacts and sign the necessary agreements within the established deadlines.
