The expansion of artificial intelligence demands a growing volume of energy, placing Brazil at the center of global attention. The new incentive framework for digital infrastructure, known as Redata, has become the stage for intense discussions between sustainability and energy security.
For the leadership of Elea Data Centers, the absolute priority should be the exclusive use of renewable energy. However, political negotiations in the National Congress have paved the way for the inclusion of low-emission sources, bringing natural gas into the equation.
This flexibility divides opinions within the Federal Government and the productive market. While some sectors defend the fossil fuel to ensure the stability of the electrical system, experts point out that a clean energy matrix is the country’s greatest competitive advantage compared to other global markets.
Reconciling renewable sources with grid security
The advancement of the Redata text in the Senate altered the original wording from strictly clean sources to low-emission terms. This subtle change made the use of natural gas viable in the country’s future technological facilities.
Despite a preference for 100% clean solutions, the market acknowledges the operational challenges arising from wind and solar intermittency. In this scenario, the fossil fuel emerges as an option to replace traditional diesel generators during supply failures.
The CEO of Elea Data Centers, Alessandro Lombardi, commented on the text’s flexibility and defended the relevance of incentives aimed at sustainability.

Government impasse and power grid access rules

To balance environmental requirements, parallel proposals are evaluating the adoption of biomethane, the purchase of carbon credits, and emission capture technologies. The goal is to allow the use of the fuel only on an emergency or offset basis.
At the same time, compliance with Pnast requires financial guarantees for capacity reserves on the transmission grid. This technical discipline aims to curb speculative projects that stall national energy planning without coming to fruition.
One example cited is the Rio AI City megaproject, developed in Rio de Janeiro with a projected capacity of up to 3.2 gigawatts. The initiative focuses on cloud computing and artificial intelligence, utilizing waterless cooling and certified clean inputs.
