Brazil’s first exclusive battery auction marks a strategic turning point, solidifying energy storage as a fundamental asset for the security and stability of the national electric grid.
The Brazilian electricity sector is experiencing a watershed moment with the launch of the first auction specifically focused on battery energy storage systems. More than an isolated solution for system failures, this institutional shift signals the consolidation of these technologies as an indispensable asset class in the country’s modern energy matrix.
This new scenario is supported by Law No. 15.269/2025, which officially recognized storage as an autonomous activity, and by Ordinance from the MME (Ministry of Mines and Energy) No. 136/2026. These regulations establish eligibility criteria and guidelines for financing via BNDES, offering unprecedented legal certainty for investors who, until now, operated in a market with fragmented regulations.
Paradigm Shift: Power over Volume
Unlike conventional tenders that focus on the volume of energy generated, the Capacity Reserve Auction (LRCAP) prioritizes power availability. The central objective is to ensure that batteries are ready to inject power into the National Interconnected System (SIN) precisely when most needed, reinforcing grid reliability.
“By remunerating power availability in locations deemed priority, the model can direct investments to where there is a systemic need, rather than simply where it is cheapest to build,” according to specialized market analysis.
Challenges and the Future of Regulation
Despite the optimism, the sector still debates necessary adjustments. Uncertainty about who will bear the contracting costs—whether generators, distributors, or end-consumers—remains a question mark. Additionally, the harmonization of contractual terms, currently viewed by investors as short (around 10 years) for capital amortization, is a constant demand to ensure long-term financial viability.
Another hurdle currently being overcome is the double charging of grid usage fees (TUST and TUSD) during charging and discharging cycles. Aneel (National Electric Energy Agency) has already signaled its intention to eliminate this obstacle, although regulatory details are still under review.
Suppressed Demand and Regional Impact
The market’s response to the opening of the auction exceeded expectations, with the EPE (Energy Research Company) registering bids totaling approximately 296.8 GW of power. Interest is massive in the Northeast, which concentrates the majority of projects, highlighting the role of batteries in combating curtailment—the waste of clean energy generated by wind and solar farms that cannot be fed into the grid.
As Brazil aligns itself with models adopted by powers like China, the United States, and the United Kingdom, storage ceases to be an emergency accessory and becomes a structural pillar. The next challenge is to transform this initial wave of investments into a long-term policy that definitively ensures the balance between the green transition and the security of Brazil’s electricity supply.
