The Aneel will lead a task force to identify MMGD systems installed without official registration, aiming to correct planning distortions and enhance the security of the electric sector.

The Electric Sector Monitoring Committee (CMSE) has formalized the creation of a task force focused on mapping micro and mini-distributed generation (MMGD) installations operating outside of regulatory compliance. Under the coordination of the National Electric Energy Agency (Aneel), the initiative aims to close data gaps that compromise the predictability and operational management of the country’s distribution networks.

The decision was driven by the urgent need to align the projections of the National Electric System Operator (ONS) with the reality of the grids. While the ONS estimated an unrecorded capacity between 11.8 GW and 14.6 GW through indirect load monitoring methods, Aneel‘s field surveys across 19 concessionaires have revealed irregularities in nearly 60% of inspections conducted to date.

Monitoring and Enforcement

The new task force will expand the role of distribution companies, which will act as active agents in detecting and screening clandestine installations. Aneel will also launch a specific enforcement initiative to assess how companies are handling regularization and the actual impacts of these “invisible” systems on the stability of energy distribution.

The need for transparency in distributed generation data has become a strategic pillar, especially after the ONS had to implement emergency load shedding to balance the grid during periods of low demand and high renewable production.

Impact on the Electric System

The outdated official databases pose growing technical risks. In August, the system faced the activation of contingency plans, with load reductions of up to 2 GW to prevent overloads and grid imbalances, highlighting that the penetration of solar energy and other renewable sources requires stricter control.

The CMSE is simultaneously advancing the implementation of structural measures to manage grid-connected generation. With most monitoring actions already completed, the focus now shifts to integrating these units into the official database, ensuring that the growth of Brazil’s energy transition occurs in a safe, planned, and technically sustainable manner.
