New clean energy legislation boosts the country’s economy and sustainability.
An innovative regulatory framework for Brazil’s renewable energy sector, the “Fuel of the Future” Law, is set to be a catalyst for substantial investment, with projections exceeding R$ 260 billion by 2037. The announcement was made by the Minister of Mines and Energy, Alexandre Silveira, during a seminar held at the Chamber of Deputies, highlighting the legislation’s potential to reshape the national energy matrix.
The new law establishes an environment of greater legal and regulatory certainty, which is essential for attracting capital and accelerating decarbonization projects. According to Minister Silveira, strengthening the biofuel market not only contributes to the global energy transition but also opens up promising new avenues for Brazilian agribusiness. He highlighted concrete examples, such as planned investments in macaúba palm cultivation in strategic regions like the Bahia hinterlands and the Jequitinhonha Valley, showcasing the synergy between rural production and sustainability.
Broad Impact of the Fuel of the Future Law
The legislation goes beyond the energy sector, fostering a significant social and economic impact. It is estimated that the implementation of the law will generate approximately 200,000 new job opportunities, while an expressive reduction of 705 million tons of greenhouse gas emissions is expected. Alexandre Silveira emphasized that the law is a crucial step forward, with the regulation of important fronts such as sustainable aviation fuel (SAF), green diesel, and other initiatives aimed at decarbonizing the economy.
Structural measures such as increasing the blend mandates for ethanol in gasoline and biodiesel in conventional diesel are at the core of the law. The SAF program, for instance, has already identified projects with a potential of R$ 28 billion, aiming to gradually reduce aviation sector emissions by 2037. Biomethane also stands out, with several plants in operation and in the licensing process, signaling a promising future for the utilization of organic waste.
Advances and Regulatory Milestones
Since its enactment in October 2024, the Fuel of the Future Law has progressed consistently. Key milestones include the implementation of new blend percentages for ethanol (E30) and biodiesel (B15) starting in 2025, and the approval of E32 for testing, which recently came into effect. The regulation of carbon capture and storage activities, along with integration into sustainable mobility policies, reinforces the comprehensive nature of the legislation.
Minister Alexandre Silveira reaffirmed that the law represents an essential balance between economic development, energy security, and environmental responsibility. The expectation is that, with the consolidation of these policies, Brazil will strengthen its leadership position in the global energy transition, attracting investment and fostering innovation in key sectors of the economy.
